does this software exist?

Is there any software that would enable me to basically recrod or capture video (and the audio with it) that is playing on my monitor? Kind of like a s creenshot only with video, not a still image?

Most certainly yes... but you need hardware too if you don't have it already (PCI Card).
Here's the one I use and it's fantastic. Very simple, using the video input on the card and the audio input from your Mobo (so make sure you have one). It comes with the "Y" connector for stereo audio and the video captures up to 720px x 480px!!! I would recommend using NeoTV in conjunction with the card. The software that comes with it is good, but I use it for playing and capturing Xbox as well and NeoTV is smoother while capturing. There are other options out there for hardware so take a look around.
