What are your system specs? Or is it a brand-name computer?

Try reseating the RAM and video card.

Process of elimination without spending money is the best way. Some things to try: Remove one stick of ram and see if it will boot, if not switch sticks (assuming you are running two), test the memory with a boot floppy of Memtest86+, test the hard drive with Western Digital's diagnostic/testing software (available at their site or it came with your hdd if purchased Retail). Try a different vid card.

ok this weird thing happens, after reseating everything I powered it up, nothing happened. 5 min later i powered it up again, something burns but i don't know which, i can smell it. then i turned it on again even I know my comp is dead for sure, but this time the rear fan (connected to the board), video card fan, cd rom runs but the cpu fan did not run, nothing on screen. So from your point of view, which one is dead CPU or Mobo ??

May be that the cpu fan died and the connector on the mobo detects the lack of a fan turning and has shut down to protect the system.
