Bitrate Convertor
Is thery any software (free hopefully) that will allow me to say take music files that are in 320kbps bitrate and down to like 192-128kbps?

Check out RazorLame. That only does MP3 and WAv, though. If you're using something else, you'll need a different piece of software.
