Persistant piece of spyware >.<

Does anyone know of a program blocker? One that I can actually say "Never let this program load or download itself again, or even open itself?" This program "Buddy/itfrshvho" from itsbetterinternet.com. Its driving me insane. I have let Microsoft Anti Spyware delete it; I have deleted it manually (you can't uninstall it, it locks up your computer or rather the uninstall program and nothing happens). And then it suddenly reinstalls itself. My firewall is going nuts saying that it keeps changing and if I want to let it access the network..no for like the millionith time! Its really getting aggravating.

If you use spybot I believe you can immunnize a particular piece of spyware so that it automatically blocks it for you instead of you having to remove it manually everytime.
