Pissed Outlook 2003: Connection Interrupted?

I recently been getting this error alot with Outlook 2003: I cant get my email or send my email using my Charter email accont.
every time I try to send/receive I get this:

Task 'My Email - Receiving' reported error (0x800CCC0F) : 'The connection to the server was interrupted. If this problem continues, contact your server administrator or Internet service provider (ISP). The server responded: +OK 3599 octets'

I try using the Outlook test settings it said it sent and received with no probs..
am I doing something wrong?

Any help is greatly appreciated...

is this a wireless connection? when this happens, does your internet still work (meaning if you click on your web browser does a webpage come up, can u browse the net?)

No its on a Cable Internet Access.
I can browse fine on the web. Except me getting my emails is the prob...
