Away log / Personel data keeping program(s)?

I currently work at a large retirement community center, and for the longest time, they've been using this [really out-of-date] basic program that keeps track of resident depatures and returns.

People live here on their own accord, so they're free to come and go for extend periods of time, say for a couple days or even months at a time, and we need a way of keeping track of this data via a networkable / sharable program.

The old system is simply too, well, simple and it's time to upgrade it, but at the moment, this place is severly lacking in PC savy individuals, and sadly enough, they're too cheap to bother seeking the help of true professionals, so they asked me if I could go about finding new a system.

Basically, I'm in way over my head and could use some help tracking down a program that would fit the needs of facility -- if anyone could offer some help or suggestions, I'd greatly appreciate it.
