Deleting files that are "being used by another person or program"

I have this collection of files I cannot delete due to this error, most of them are being use by explorer.exe but when I close that it just reopens itself. Anyone know of a way around this?

I use this program very small and comes in handy.... when ever i cant delete a file i just right click it then select unlock then i can delete...
