Best DVD editing software?

I have two DVDs saved on my computer in the form of .VOB files. I would like to join them to make one DVD, and I'd also like to edit this DVD to put in a fade in and fade out and delete small portions of film. Anyone know of any software that can perform these tasks?

For stuff like that, I like Roxio's Media Creator 7.5. Fairly simple to use, good results, and it does a ton of other things as well.
