Can I get some opinions on Photoshop vs Paintshop pro?
for the professional and novice.

PSP is a fantastic program and does dang near everything PhotoShop does, but at a fracrtion of the cost. Version 9 should be on sale pretty cheap soon, as the new version 'X' is coming out. That'll be the first release since Corel took over Jasc. I have it on pre-order since I've been very please with PSP since version 3 or 4. Very powerfull but still fairly easy to use.
