the idea behind pdf files for job apps is that you have to print out the file, write down what you need to write, then mail it/return it to the office of wherever you reply. check around for what they say to do once youve filled ou the form.

It really depends on the type of PDF that has been created. It isn't necessary taht all PDF forms are designed to be printed out for then filling in by hand. A lot of PDFs have electronic form fields that you can fill as if it were a regular web form. It makes for much neater forms when you print out the completed forms; or on occasion, it will allow you for online submission.
To get it to work, you need to get a newish version of Acrobat reader.

Then the form is not fillable. When the form is fillable you should see a yellow bar as attached in screenshot.
Or take a look at this example (with apologies to the US Patent & Trademark Office) check out: http://www.uspto.gov/web/forms/forms_alpha.html there are the fillable and non fillable versions of the same form. For example: PTO/SB/47 and SB47 are the same, but one is fillable the other is not. This has been done so by the creator of the PDF. There isn't much you can do but print and write.

if anyone does get a chance to use foxit, please share some insight.
How come Adobe's reader is so heavy anyway?
