Won't boot, unless in safe mode.

Don't know where to put this as it encompasses several issues.

tried to install my TV tuner card today, and my pc wouldnt start with it in. i tried a few diff times making sure all was right and nothing. now i cant start at all. it just keeps scrolling that little green windows loading bar for XP home forever. i can get to safe mode. tried running virus stuff, and its saying my java software is a virus, however i need this software and it is NOT a virus. it also wont finish the scan, gets stuck on a random file (old duke nukem game or maybe doom not sure, but its in my old games folder.) and then i cant delete anything. Its getting to be a real problem as my PC is completely not working. I know the tv tuner seems to have caused this problem but now i dont know why its not starting, the TV tuner is no longer in there.

its a software problem, did you say that its still wont boot after remouving it and the software if it was installed
