Software for filling in forms

I need to be able to scan in a form that I use for work, and then use it as a template to enter information on so I can then print the information (not the form itself) onto the same form sent through the printer. Does this make sense and does anyone know what I could use to do it? We have started new paperwork that we fill out by hand in triplicate and I am killing my hand trying to write hard enough to go through to the third copy of the NCR paper. I know that there are programs that do invoices this way (i.e. you see the invoice on the screen, you fill in the information, and then when you print it it only prints the data because the form text and graphics are already on the paper sent through the printer) I would be ever so grateful if someone could help with this!!
