screensaver/background root files

When one downloads a new screensaver/background or theme, it doesn't always appear in the display properties Screensaver/Background or theme list.
Where are the root files of these lists, and can they be edited to remove screensavers/backgrounds or themes that are never used, and new items locked into these lists automatically when downloaded?
Wallpapers imparticularly when downloaded will appear as "Internet Explorer Wallpaper" , and as a new one is downloaded it takes the place of the previous one instead of adding it to the list. Why?

Windows XP keeps background (wallpaper) files in both C:\Windows and C:\Documents and Settings\your user account name\My Pictures. I never have figured out why those files are in the Windows folder when the Display Properties list is comprised of the pictures in the My Pictures folder.

XP's screensaver files (.scr file extension) are in C:\Windows\System32.

Screensaver downloads that don't appear on the Display Properties list probably aren't written to accomodate where XP stores them since in Win98 they are in C:\Windows\System.
