Visual Basic question

This is a question about Microsoft Visual Basic .NET Standard 2003. My school lets people borrow this program and whenever I try to install it I get an error. The error reads "Error 1402. Could not open key: HKEY_LOCAL_MACHINE\Software\Classes\ACLFile\DefaultIcon. Verify that you have sufficient access to that key, or contact your support personnel." I am the admin of my computer. When I go to this part of the registry the only thing there is called (Default) and the path leads to "C:\PROGRA~1\COMMON~1\MICROS~1\Office10\MSOICONS.EXE,6". When I go there I see MSOICONS.exe but don't know what the ,6 means in the error.
Sorry for the long explantion but I really want to know how to fix this.
