Looking for a universal reader

Many ebooks either come in PDF or Compiled HTML Help file format. Is there a 3rd party reader out there that is able to read all file formats? Or at least one that reads the CHH file? Thanks.

adobe reader is free, and I have not seen any file it don't read yet.

Nope. Use Adobe for PDF and Windows can read the CHM.
