Question Creating a database?

Hi All..
I work in electronics, and the schematic manual for one of my tools is difficult to work with. What I want to do is scan each page into a document, and then create links on each page that will go to a corresponding page. For example... Page 1 has a diagram of a 100 Volt circuit. That circuit contains a transformer that changes the voltage to 24Volts. THe diagram for the 24 Volt circuit is on Page 15, 17, 22, and 26. I want to create an interactive workbook or a database of some type that I can place a link on that first diagram that will direct me to all other corresponding pages.
I looked at Adobe Acrobat Professional, and it might be suitable. What about MS Access? I'm looking for some information on software that will allow me to scan a document and then turn that document interactive with other documents, I guess that's the easiest way to put it. Any information will be valuable. Thanks a lot.

Turning it into a PDF file is one possibility. Access probably isn't the best way to go about doing it. Access is for old-fashioned text databases; creating a database involving pictures isn't what it is designed for.

In fact, you could do this using HTML too, probably for free. Scan in each page, and then put each picture on one HTML page: for example, the first diagram could be on 001.html. Then, create hyperlinks to other pages using an image map. Flexible and easy to use: just mouse over the part of the image you want to jump to, and there you go.

Thanks Doc... I understand your idea, and that's exactly what I'd like to do. How do I go about making it though? When I scan the images will i be able to save them as HTML files? I know where I want to go with this, i'm just not sure how to get there..
I really really appreciate your help...

Doctor,
I've tried scanning but it isn't allowing me to save it directly as an HTML file. To save it as a picture and embed it into an HTML file doesn't really give me the flexibility I need. Each page needs to have several links on it. Ideally, I would like the each diagram to be interactive, such as rolling the mouse over a certain part of the circuit will pop up a small box that reveals information about that portion of the circuit. I installed FrontPage on my PC and am learning how to use it with relative ease. If I save it as a picture file, what type of picture file do you recommend? JPEG, GIF maybe? I know GIF's are normally animated, so that leads me to believe I can make it interactive.
Maybe my vision isn't possible without investing 100's of dollars, but I'm just looking for some extra help here. Thanks to anyone who has some info.
