There are 2 kinds of "FTP Utilities" - clients and servers. Wise is a client and NX is just a front end for the standard Unix FTP command line client.

So NX is not a Server FTP, can I use these 2 utilities to make my new system as FTP client? Is it necessary that only FTP client can access FTP Server , not a normal client?

You need FTP Server software to have a FTP Server..........and you use a FTP Client to access a FTP Server to upload and download files. Windows has a builtin very basic command line ftp client. I believe that you can configure IIS to be a ftp server. There are plenty of 3rd party solutions - a few are free.
