Yep. Just about any...
Even MS Paint will let you load an image and add text to it....

yes but i want it to look high quality, and with special effects, like you see in the pic.
MS Paint wont let you do that. |

A free alternative might be Paint.NET, http://www.getpaint.net

Another free alternative is the GIMP. But, just having the software to make that doesn't mean that you'll be able to
. I'm not saying your not capable of it, but there's a learning curve with most powerful editors before the user is capable of producing professional looking images.

I've never used it, but I do hear that GiMP is pretty good.

I does take a lot of practice. Always work with a Copy of the item you are working on. That way you can try out all sorts of things without losing what you are trying to edit. It'll take a little time, but it'll be worth it.

This isn't answering your question but, I use fireworks that comes with the MX2004 suite. I can't answer your question because I'm not that good at it yet...I'm still on the practice practice practice part of it. I know you can download different fonts as well, something I just learned.

Anyways you can make the font have a different background then the picture, and then make it translucent as well to get the effect of your first picture.
