How to delete totally downloaded wallpaper ?
How do I remove a wallpaper downloaded from www.snoopy.com ?
Even after changing the wallpaper, when I start-up or shut down, the snoopy wallpaper still appears momentarily.

You need to switch off the Active Desktop option in the Display Properties!
You will probably notice a performance improvement once you do this too.
