Turn Adobe Flash off and on ?

I un installed Flash as it very annoying and distracting having
stuff flashing in my face all the time .

Now and again this pest is needed. There used to be some
software called 'flashswitch' but the site seems to be closed.

All my searches were fruitless- anybody have any ideas on disabling
Flash except when it is absolutely necessary ?

If you use Firefox, there is an extension called Flashblock that will block Flash content from running until you click on it. I don't know if there is something similar for IE.
