What does this file do?

I like to keep my computer clean and I have run into a Temp file that I cannot delete! The file name is Perflib_Perfdata_ec.dat. Now I am determined to get rid of it but dont know how. I have tried everything. How can I get rid of this file and what does it do?

It is located C:\Documents and Settings\"user name"\Local Settings\Temp. When I try to delete it, it says it is being used by another person or program, I dont know which program.

It's a normal file:

I've got 10 of them right now, but only 'cause I haven't cleaned my temp folder in a few days.

Thank you for the fast reply. I believe it is causing Nero to not work. I try to burn a cd, and the computer says Nero has ran into a problem and must shut down. I check the details and it leads me to the Temp files. The Perflib_Perfdata_ec.dat is the only file that wont delete.

Use CCleaner - it will flag it for deletion on reboot. However, Windows is just going to create a new one anyway. Your Nero problem is being caused by something else, not the mere existence of this file.
