Would help to know what versions of each. The simplest way (for Outlook 2003, for example) is firstly, make sure outlook express is closed. Then on Outlook 2003 go to File > Import & Export > Import Internet Mail & Addresses - click NEXT > select Outlook Express and click NEXT

When you install Outlook, it should actually see the OE installation and offer to import everything for you.
