"..browser does not support frames.."??

Hoping this is a quick answer to a problem I am having with my billpay features with my financial website.
When I go into Billpay to ViewBill, the box comes up and both IE/ FF time out loading it. The loading bar is almost filled, but then it ends.
When I used FF script info in the box the following comes up:
/frameset>

noframes
body
Your browser does not support frames. You are not able to view electronic bills without frame support. Please configure or upgrade your browser to support frames.

Now I didn't include the whole script in this message not knowing what those other numbers mean, but the link starts with:
frameset rows="8%,92%" cols="85%" border="0" framespacing="0" frameborder="NO" class="noprint">
Then it goes into a Checkfree servlet, then the no frames support line comes in.

OS: XP Pro w/avg 2nd sys w/W2K Pro, AVg. Spybot (turned off immunization -nothing), turn off pop-up blocker, put http into trusted zones - nada nothing.

I realized I typed "this" instead of "there" on that 1st sentence- I am asking for any help on trying to solve this issue.
I also went into IE and enabled Navigate sub-frames across diff. doms. in Custom/Security- tip from MS forum. Still not working. I also found out all 3 computers in my house have this same problem..

Just scroll down to the "Frames" section.
If you can read the "frame" it's not a problem on your end.

What version of IE and FF are you using? If they are current versions then you will need to contact the site admin.

IE 7.0.5.730.11/FF 2.0.0.11
Tweaked all the necessary items even took security down to med - from the 3 computers I have here, asked 2 other people w/same bank to try and they got same response.
CS responses were weak - "let's try to make sure you have at least IE 4.0"..etc.etc - who the heck has ie 4.0 or anything that old going using online transactions, don't think 4.0 would work on them due to encryption...

Hey thanks for the frames weblink - yes all 3 computer saw all the frames - as I mentioned don't know frames, but it looked like "their problem". I guess I conclude its the webmaster's problem and see if they can get it working by 2008....
