Freeware/Shareware C++ Compiler

I would like to do some C++ programming in my spare time, but can’t justify spending 2-3 hundred dollars for a commercial C++ compiler. Can someone tell me where I can find a freeware or inexpensive shareware C++ compiler?

Dev-C++ is a free one, though more of an advanced text editor than true IDE with all the bells and whistles (which might be ok, if you're just starting out).

Thanks for the info folks. I am planning to use it with the webcam mentioned in my other post, so I'll probably go with the Borland version. I've done a little C++ programming at work using Visual C++ and did some several years ago using Borland Turbo C++ (dabbling in game programming).
