Firstly, there is no Outlook Express in Vista .. am assuming you mean Windows Mail, right? Are you sure it's a router issue and not your email configuration issue? Most home routers and typical out-of-the-box settings should not cause any email issues.
The fastest way to check it is to connect your Vista PC directly to your ISP's modem without using the router and see what happens.
When you say error .. what is the error?
WHat router? Make and model? If you dont have the manual, you can find it just as easily on the net.

If the old pc is turned off - can you send a mail to yourself on the new PC and receive it?

If so, in the account settings there is an Option to "Leave Mail on Server" that should be enabled.

Hello Statica,Yes i did mean windows mail. The tech from her IP provider went through everything with me to be sure the account was setup properly. The router is a D-Link,after talking to a couple of people they tell me the same thing you do the router shouldnt be and probably isnt the issue.Im not getting error pop ups, just when an eamil is sent to them it goes right to the old PC,open up windows mail in vista no email there.I havent tried sending an email from the old pc to the new but I have sent many to them from home all go straight to old pc.I am going to try what you said Statica,I will hook the new pc staright to the modem send an email and see what happens.EzStvy,if old PC is turned off the email still goes to it and not the new one.I will check and make sure that leave mail on server is enabled.
Thank you so much for the replies,I really appreciate, you guys are awsome.I will run these tests and will get back to you with the results.....Thanks again and cheeeers.

Check "leave mail on server" on the OLD PC.

Yep .. as Steve and Glc mentioned .. it's a simple issue that your XP is deleting the mail once it's downloaded it.

Another great job fellas, thank you very much.EzyStvy and glc.Followed your instructions now everything is working perfectly.

Now I have a new question. The 2 PCs you guys just help me fix belongs to an elderly lady. She uses each PC for different tasks and thats all, very little use on either but I am always going out there to remove some pretty nasty spyware from her Vista PC.Today I did a little digging into her PC and discovered that the A**hole thats living upstairs from her is using the PC to gamble on.I confronted him and he denies it,so I guess its her dog.Anyways I know can put a password in windows for start up but she naps a lot through the day and always forgets to turn the PC off,but it wouldnt matter if she did do that because she would have to write her PWs down and the idiot would find them.So my question is,is there any way possible to stop the browsers from connecting to any gambling sites even if it means having to buy software.I want to stop this idiot from messing up her PC.Thanks much in advance.....Cheers.

Put a password on her account and set the screen saver to require a password on resume. She would only have to remember one password - and have her give it to you, if she forgets it she can call you.

Is she running her account as an admin? If so drop down the rights to the account (create an admin account first). She doesnt need to be bothered with the admin account as you can have her use her regular account all the time.
