If all you need is a simple photo editor, Irfanview can do that. If you need to get creative, Gimp is the only full featured freebie I know of. If you can handle 70 bucks or so, Photoshop Elements and Paint Shop Pro are 2 good alternatives.

GIMP is comparable to Photoshop.

Honestly, it isn't a drop in replacement for photoshop. There's a learning curve. Gimp does a number of things that are significantly different.

Artweaver is much closer to being a drop-in replacement, and supports most of the basic features you'd be looking for.

Is artweaver any better than GIMP? I've been using GIMP since version 2.1 (currently 2.6.6) and found it really useful. If artweaver has an equal amount of features and is easier to use I may give it a try too.

I've also tried Paint.net and golly was it bad.

If you're comfortable with GIMP and make use of a lot of the extras, it probably outdoes artweaver.

The advantage to artweaver is that it's layed out almost identically to photoshop and includes a lot of the tools that you would commonly use.

If you want to try it out, it's a simple install and uninstall.

I tend to use software which comes free with digital cameras as you can manipulate images in the same way. One of the ones I uses is Photo Impression 3, insert layes, copy and paste images, insert text. It seems to do the job quite well.
