is it supposed to be an audio editing program? if so why not use audacity?

OH! You really need to be more specific! The way you asked that and simply provided a pic left way too much open to interpretation. For all we knew, you were asking about monitor splitting software.
I have no idea what that is, but I'm assuming it's some kind of professional audio editing software, similar in function to Audacity, but with several tracks? I believe that the monitors can be set up like that within Windows, with assistance from the video driver and its utility software, without requiring any other addon software. |

From that small fuzzy photo, I can't tell. Could be anything that supports multi-track editing.
