Which version of windows 7?
Ultimate and Pro -> you can use the XP Mode thingie and get a free image of XP Pro. When you looked on VMWares site - do they have a free version? Or are you looking for a VMWare type of application? |

If you mean the free VMware player it's at the bottom of this page : http://www.vmware.com/products/player/

If you don't need vmware specifically, take a look at virtualbox
