Moving iTunes music

What would be the fastest and safest way to port my iTunes library over from my XP PC to my new WIN 7 PC?

You can back it up anyway you want really. The trick is to authorize the new computer in iTunes. Check this out: http://support.apple.com/kb/HT1727

Back up the whole of iTunes to a usb hard drive and then move it to the new iTunes install when you're done.
Remember to de-authorize and re-authorize your computer.
