Is it recomended to run a "Memory Test" such as memtest86 on a routine basis?

Not unless your changing your clocks on a regular basis. If it passed a thorough test once, then it's good to go.
However hard drive tests might be nice, to get some insight on your system stability every now and then.

Not necessary on a routine basis, but run it if you notice any strange behavior.
