Excel 2010: Disabled Macros

I recently received an Excel file by email. In the course of working on it a dialogue box appeared advising that one of or all of the macros had been disabled.

How do I enable the macros?

Also, I have disabled ‘Permitted View’ mode. How do I re-enable this?
