Slow scrolling in Foxit PDF Reader

I have always had the problem but it has been accentuated by my recent Macbook purchase which made me realize how PDF files are supposed to scroll.

I refuse to use Adobe's bloated PDF reader and so I have always used Foxit reader but one thing has always bugged me on my main machine. Scrolling is slow. Not only that, but one flick of the mouse wheel starts a long scrolling process that I cannot stop. It just keeps going until it feels like stopping as you can see in this video:

Scrolling in Foxit works fine on other machines, even on my work laptop which is almost eight years old. What could be causing this behavior? I have the most up to date video drivers and everything else on this PC works great. I want it to be as silky smooth and responsive as it is on my Macbook using the PDF viewer built into OSX. Is that even possible?

I've never seen that before.
Give me a day or so to ask around since I don't have that problem on my desktop and no one's called me with that problem (I install Foxit on all builds.).
