Can't uninstall or reinstall

A new version of a program was available to download. When I began the update, it said it had to uninstall the old version. During that uninstall, there was some type of glitch. The uninstall stopped when almost done. Now, the ADD/REMOVE programs in Windows XP can't uninstall it (says "can't find language file). I try to install the updated version and I get "Must Uninstall old version before new version can be installed, so it is in a sort of endless loop.

Any ideas how I can get all of the old program off my system?
