Capping one's own speed?

Is there a program that can be used to cap the speed of one machine? Problem is, we have 4 machines sharing broadband, and one will invariably get 90% of the total bandwidth. So my roommate will download at 60KB/s and I'll be stuck barely managing 2K. Is there software we can use to cap each individual machine?

I don't know of any software, other than something like an RWIN changer that might work.
Aren't you on a router? Should be able to limit things in the router setup.

No, we actually get 16 IP addresses from our DSL company (true internet IP addresses, too) so we just use a hub.

Bear with me here because I can't get to dsl reports from where I'm at... apparently we were bad... but your question sparked something in my memory.

I was dealing with someone on an E machine. Their DSL runs very slow because of an internal cap. There's a utility on the DSL Reports site that can be used to remove that cap. It seems to me it would work in reverse, too. It's a tweak utility but without seeing the site I'm shooting in the dark here. If no one else knows, I'll try to find it for you when I get home.

Cool

My WIN98 PC was running very slow on cable and I went to www.pcpitstop.com and ran the test there. It reported my receive buffer as too low and offered fix. Ran fix and now it is equal my XP PC. Receive buffer in WIN98 was like 4096K and fix set buffer to something like 64K.

I know my router (Linksys 8 port) allows me to control each user's bandwidth either dynamically or with a set amount. But I've never seen any software solution for that. I know some IT guys at MSU -- I'll shoot them an e-mail see if they know anything.
