Norton XP Pro Help

I believe there's a virus on my sisterinlaws PC So I reformated loaded win98 then XP Pro Corp. and it was slow as heck. Well anyways then I loaded Norton Systems works 2003 and when it restarted for the systems files I got a error ....
Settings Alert:
Some Symantec product settings have been changed by an unauthorized program. This can indicate that an attacker or a virus is Attempting to disable your protection.

So then I removed it ... tried to go online to scan from the web site and It wont pick up my modem. I've gotten some other errors when I did a system check up.
Error: IE Migration: No rating migration.
Private.INF ...does not exist.
Error: DCOM got error " % 1053 " Attemting to start the service ccpwdsvc with arguments:
Error: Windoc.exe is damaged
Error: loading mmhid.dll The specified module could not be found

Then I have some weird Dll files.
Video codecs.
c:\windows\system32\tr2032.dll (The Duck Corporation)
\clividdd.dll ( Iterated systems, INC)
\ivvideo.dll (vivo software)

Sure could use some help I know it's a virus just dont know what one and how to get it off it wont let me load Norton must know it'll kick it's butt

Try using the hard drive manufacturer's utility to "zero" the hard drive, then load XP, allowing it to partition and format the drive, without installing 98 first.
