I thought MS pretty much got rid of it in 2000 and XP, as well.

XP does have a command line structure that is probably a cousin to DOS.

Can I use the command line to run a BIOS flash program to update my BIOS? The instructions on the motherboard site only cover WIN 95.

If all you need DOS for is to flash a bios, just format a floppy in a Win9x machine with the "s" switch (format a: /s) and boot with it - this is a true clean dos boot. You can even copy the bios flashing utility and the bios file onto it so you have a disk that will do it all.
