what is "y-enc"?

I go to various weather web sites where people send graphics via a "y-enc" method.

What is this and how do I decode such graphics?

It appears to be a type of graphic program for large downloading..i assume it is a program you have on your hardrive and it automatically activates when a "y-ec" graphic is accessed?

Did a quick search and found these:

Y-enc coding

Y-enc is a new encoding system for 2002. I've noticed that it puts in more characters per line. but also must use a better compression code. it contains about 30% more information than the UUE code. that is, you can download the same attachments in 70% of the time. if you're paying for a news server, that's ike getting a 30% discount!
trouble is, you'll have to upgrade your newsreader program to support it. of course, all of the systems do support Y-enc now. but you need the latest version.
