Constant Error With Outlook Express
Most of the time I open Outlook Express to check my email I usually get an error in RASAPI32, I have no clue whats causing it. I usually have to exit and go back in it.

That dll is used by windows apps to control modem connections.if its missing you can go to google and type in the search and go to a site to download it,or you can try and repair the program thats having problems with it.

Just a guess - set OE to share connection options with Internet Explorer, that's in Tools, Options, Connections. There's also a place to do that in each specific mail account properties.
