Outlook vs. Outlook Express
Which is better and why?

Like many tools, "better" depends on what you do with it. Outlook Express is aimed at home users who access POP mail accounts or Hotmail. Outlook is more for corporate environments that use an Exchange mail server. It has extra features too.
Choose based on what you are going to do with it. Or, as most people here would say, choose something other than either. M$ is no good.

At work we used Outlook. More bells and whistles than I ever needed. Here at home Outlook Express is all I need as I only send and receive email.

I use Outlook because of its scheduling/appointment book /tasks/contacts abilities- which it does very well.- I don't even use it for email.
