winspool.drv missing

I recently posted a problem concerning the removal of Internet Explorer and the loss of access to my desktop.
I was able to reinstall my OS (Win. ME) but now when I log on I get 10 - 15 popups that tell me "A required .DLL file, WINSPOOL.DRV was not found." and I can't run many of my programs since they all depend on WINSPOOL.DRV. I've tried loading ME again but it also has problems with missing files. I've searched Microsoft's website but I can't find a fix there either. Any ideas?
