In IE. Go to Tools > Internet Options. From there you can enter what you want for your homepage.

A search in 'regedit' on XP shows 'HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main' as the only source for that entry ... so perhaps modifying the desired default page in the Default_Page_URL string value will resolve this issue.

You also might want to download and run Spybot Search and Destroy. You could have something on you PC that is messing with your IE settings.

Most of the time (not all the time) if your page is being set to something automatically without your permission its Spyware. I would scan like Boone suggested.
