Talking Cursors and Scroll Bars

I was wondering if anyone knew how to change the color of the scroll bar in Win XP cause I cant do it in the advanced apperance area. Next I've seen sustom cursors and mouse pointers and themeworld.com and I was wondering if anyone could give me a starting point on making those.

as far as the scroll bar is concerned (someone correct me if i am wrong) is written into the code on the web page itself. there are tons of programs that will allow you to change you cursor.

Some sites to check out:

StarDock
WinCustomize

I especially like stardock. i use objectdock and it is one of the sweetest tools ever. if you have any other questions on desktop customization, pm me and i can show you some more sites. those should get you started though.
