Question msinfo.exe missing on bootup?

I have a error come up upon booting up the computer that says msinf.exe is missing the link to it or not there at all and then after that another comes up saying it is not in the win.ini it was due to msinfo.exe not loading or missing.

Can this be fixied without a restore of the whole drive?

The machine is running windows 98 and is an E machine 366 It is my brother in-laws so I do not have all the info on it. He may have deleted the files, I am not sure. but it came up everytime you start the computer.
