When installing two OS's on a partitioned HD do you have to install the graphics card , motherboard, etc.drivers to both OS's ? If not how do you make it work in both os's? Thanks

Yes you need to install the correct, OS-specific drivers for both OS'; if they are deemed necessary. For example, there are some drivers esp for VIA chipsets that are necessary for Win9x systems but unnecessary for XP. Read the documentation and install the drivers for each OS.
