There are many ways to do this. The question is, what is reason to format? Do want reload XP; Win98; dispose of it without any data; etc.
Second, you can use an XP CD to format; you can use a Win98 disk to wipe the partitions (make sure you choose non-dos partition if it's NTFS); or you can get your hands on a utility called Zap that can be found on IBM's website that you just copy onto a Win98 bootdisk and that will wipe any HDD clean.

Zap

Delpart will quickly remove all partitions, you put it on any old bootdisk, boot with it, then run it.

Hit F-10 on start up and follow directions. Cleared up all my problems.

Hitting F-10 on start up brings me to PC System Recovery. I am running XP. There are 2 options; Non Destructive System Recovery and System Recovery - Quick Format.
The Non-Destructive lets you keep all personal files that have been created since start up. It recovers Factory shipped Applications, Drivers & O.S.
The Quick Format formats at the user partition on the HD and recovers all factory settings, but any applications installed after start up along with personal files will be lost.

That sounds like a custom installation to me - like on a name brand computer - HP, Compaq, Dell, Gateway, etc.?
