There are many ways to do this. The question is, what is reason to format? Do want reload XP; Win98; dispose of it without any data; etc.
Second, you can use an XP CD to format; you can use a Win98 disk to wipe the partitions (make sure you choose non-dos partition if it's NTFS); or you can get your hands on a utility called Zap that can be found on IBM's website that you just copy onto a Win98 bootdisk and that will wipe any HDD clean. Delpart will quickly remove all partitions, you put it on any old bootdisk, boot with it, then run it.

Hit F-10 on start up and follow directions. Cleared up all my problems.

Hitting F-10 on start up brings me to PC System Recovery. I am running XP. There are 2 options; Non Destructive System Recovery and System Recovery - Quick Format.
The Non-Destructive lets you keep all personal files that have been created since start up. It recovers Factory shipped Applications, Drivers & O.S. The Quick Format formats at the user partition on the HD and recovers all factory settings, but any applications installed after start up along with personal files will be lost. |

That sounds like a custom installation to me - like on a name brand computer - HP, Compaq, Dell, Gateway, etc.?
