This sounds wierd but...

I'm looking for a program that will let me record my voice and then edit it to sound like a robot. And or a program that will let me type in a sentence then it will come out sounding like a robot or a computer talking. I'm customizing my desktop theme.

Windows built in recorder will record it, and any good mixer should modify it the way you want. You can even change your voice to sound like Elvis

Goldwave has a "mechanize" feature that will do what you want. It's not free, though.

If free is what you're looking for, check out Audacity. I haven't used it so I can make no recommendations about it.
