Question compressing MPEG's

I make videos every now and then....
recently i made a 3:40 long video (minutes/seconds), and it is 70 MB (Mpeg 1 at 352x240)

How can I compress it........for FREE.....?

Well, why do you want to compress it any further ? What you got is a VCD compliant file, so you can burn it as a VCD.
If you just want to keep that file on the computer and don't have any intentions on burning it to CD or DVD, then I'd use DivX, it has a very good compromise between quality and size, and VCD already has low quality and is progressive so you can expect a good shrink.
