using winmp playing vbr files
Actually what is this vbr file? Its smaller? the birate is like fluctuating. When pleaying using winamp 2.9 the song sounds like its going up and down. Know how to fix this?

vbr stands for Variable Bit Rate. Thus the bit rate is not constant. VBR is usually associated with video files, not audio.

Then why I get it in audio mode? So to choose between mp3 or vbr?

vbr files
It's not just video thats vbr.. I have quite a few mp3's that are vbr encoded. I have an mp3 entitled Marilyn Manson - Sweetdreams.MP3 and its vbr encoded. It goes up and down on some weird bit rates. Numbers change constatly and I actualy found out that audio doesnt sound as good with the vrb files as the regular MPEG-2 or 3 encoded files...

Any MPEG layer can be encoded variable - but the audio layers 'shouldn't be'. It will save some space, but using a variable bit rate can cause some players to do exactly as mystvearn has experienced.
