OE removed access

My wife's computer is running Windows 98 2nd. Ed. with Internet Explorer 6.0 and Outlook Express. When she tries to open an e-mail that has an attachment (paper clip etc) she gets the following message. "OE removed access to the following unsafe attachments in your mail : Emissarypage1.url"
These messages are from trusted friends ans I don't know why OE considers them unsafe. I have even disabled Pc-cillin, but was still unable to open the messages or attachments.
Any suggestions ? Thanks in advanvce for your help.

Go to Tools in Outlook Express, Options then to Security, uncheck the box, "do not allow unsafe attachments.
