Error Window

When I went to browser/tools/internet options
to try to open it I get this error window
Any clues as to what it is?

I would say it means just what it says, you are not allowed to go there because the administrator of that PC has permissions blocked...

I'm supposed to be the administrator, how can any one else take over a person's computer and what can I do about it?

can U give a bit more info. like which Windows version and I assume that is Internet explorer you are trying to gain access to the settings to... I would also assume this is winXP or 2K. How are you logging in to if I am correct there...

error window

I have;
Windows 2000 Professional
AMD Duron Processor
1/2,ghz
AT/AT compatible
245,232kb ram
20. hard drive
40. hard drive
56XCD
I open my browser and attempt to go to interent options to clean out the cookies and get error window.

OK, So I figured you must be win2k or XP, so my question is when windows 2000 boots what account are you logging in under?? When you go to ControlPanel>UserAccounts, see what type of account that is that U are logging in as... Hopefully you should be able to log in as administrator and get at those settings you are trying to get to...
